Volunteers deserve at least the same protection as paid workers. The Brumby government has proposed amending the Equal Opportunity Act to cover volunteers.  Stakeholders need to also be aware that it will cover volunteers engaged by volunteer organisations as well.  This raises significant training and governance issues.
