Introduction

This submission addresses the Associations Incorporation Amendment Bill 2010 (the draft Bill) and the Explanatory Statement.

Volunteering Victoria is the peak body for the volunteering community in Victoria. With over 1 million volunteers and 120,000 volunteer involving organisations (VIO), volunteers make up the single biggest community of interest in Victoria.

This submission analyses the impact of the proposed reforms on volunteers who have some relationship to associations. It should be noted that best estimates show 70% of volunteer organisations are not incorporated. However of the 35,000 associations on the register almost all have volunteer involvement.
